как в C# вывести в лейбл значение тега <title>?

Это чистый XML, воспользуйся библиотекой xml парсинга. Начни читать отсюда http://msdn.microsoft.com/en-us/library/hf9hbf87.aspx и http://msdn.microsoft.com/en-us/library/system.xml.aspx.
